A miscellaneous year of 2008, contained with the happiness of Olympics and the sadness of Wenchuan earthquake. Under the affect of international financial crisis that fireworks industry enter into a depressive status. International Fireworks Association insisting on the duty of ¡°Make the fireworks safer, make the world happier¡± and the tenet of Communication Cooperation Self-discipline Self-independent, serving for the membership from the beginning to the end, strengthening self- discipline of the industry, sticking up the legal rights for the membership and taking on the coordination duty of the fireworks industry. IFA got the good result on strengthening the communication among the enterprises, reflecting the requirements of the industry to the government and senior departments, serving for the fireworks industry with all our heart. A work summary by International Fireworks Association of 2008 as below:
¢ñParticipate international affairs, strive for the voice of industry
In the end of 2007, IFA took application for the TDG&GHS of UN on our calendar for the first time. IFA Secretariat made preparation of 3 months and submitted the formal application of consultive status to TDG&GHS in March 2008. In July 2008, Mr. Liu Donghui, who is the Secretary General of IFA has been invited to attend the meeting in Geneva, and our application has been passed and discussed on the meeting. Therefore, IFA has become the formal observer with consultive status of TDG&GHS and possessed the voice of the fireworks industry.
¢ò Adopt reasonable measure, stick up for the industry right
In 2008, because of the general closure of ports in Guangdong for the fireworks business, it brought big difficulties for the fireworks industry. Therefore, IFA try their best to coordinate with the export of fireworks and took a series of activities:
¢Å In the end of March and the beginning April, IFA submitted two urgent reports to the State Council for ask the help¡ªA report on the recent difficulties of fireworks industry and A report on hidden trouble of transport of fireworks, at same time, we have copied the reports to the Ministry of Public Security, Ministry of Commerce, Ministry of Transport, State Administration of Work Safety, General Administration of Customs and other ministries and commissions. Our reports have got a high attention from the State Council and other senior departments, and their governors sealed and passed the reports to concerned departments.
¢Æ In July, in accordance with requirements of fireworks enterprises, IFA Secretariat sent two delegates to Beijing and submitted Letter of appeal for help to the State Council, the Letter which signed jointly by about 140 fireworks companies. The delegates told the difficulties of transport of fireworks to the State Bureau for letters and calls face to face, and asked for help from it. The Bureau asked the Ministry of Transport for the details of transport after got our information on the next working day. Therefore, the problem got much more attention.
¢Ç In March, IFA took the lead to hold a meeting for work in the Ministry of Transport to investigate the transport channel of fireworks, the meeting held in Liuyang and the four main productive areas attended the meeting. The governors and the delegates of the export companies reflected the transport difficulties to the Ministry of Transport.
¢È In 2008, IFA motivated the reopening of the Ports in Guangdong by the medias and legal method.
¢ó Assort with concerned chains actively, struggle for the transport channels
¢Å Regarding the transport of fireworks, IFA adopted the different measure to stick up for the rights of the fireworks industry, as well as search for the new channels. The association contacted and assoted with Yantian Port of Shenzhen, Xing Port of Fuzhou, Fangcheng Port of Guangxi, Wuzhou Port and other ports for opening the business for the transport of fireworks Successively. The association assigned the workers to Guangxi for the field survey, and assorted with Municipal Government of Liuyang invited the governors of Guangxi to Liuyang for the field survey.
¢Æ The association talked with Sino-Trans many times for opening the new transport channels of fireworks, and made out a general Regulations for the logistics of fireworks, that made a solid base for ensure the transport channels safely. At present, the cooperation with the Sino- Trans appears effect, and there is a possibility to open a new channel in the first half of 2009.
¢ô Organize the self-discipline of the industry, ensure the safety of the fireworks
¢Å Researched and made out Regulations for Supervising the Loading of Fireworks Containers, and communicated with concerned departments of government and general companies, for which disused the possibility of the implementation and perfected the Regulations , it also made a solid base for formal implementation and safe transport for the future.
¢Æ Researched out and made out a Grading Judgment Measure for Fireworks Display Group and Rules of Grade that made full preparation for keep the self-discipline and regulate the fireworks display market.
¢Ç In December, the association held a proseminar for the self-discipline of the industry, there were 17 domestic leading fireworks enterprises signed the Fireworks Transport Self-discipline Pact , that made full preparation for develop the self-discipline and assort with safety supervision for the sea port.
¢õ Serve for the enterprises, search for the developing channel of the association
¢Åserve for the enterprises Kindly and issue the newest industry information. Regarding the opening and closure of the ports, rebate tax polices of China, etc, the association could sent out the news promptly to the membership, and the members could made the relevant readjustment for the business .
¢Æ In October, the association together with China Council for the Promotion of International Trade Hunan Sub-Council organized the fireworks enterprises to attended the 13th Macau International Trade and Investment Fair, 11 companies from Liuyang and Jiangxi were participated the fair and met with the principals of Macau Travel Administration.
¢Ç After the formal implementation of Euro-REACH, the association explained for the enterprises detailedly and exactly, and made a guide for the Pre- Registration and directly organized 6 companies to do it.
¢È Consider with the fees, many trade enterprises haven¡¯t taken the Pre- Registration and the materials which registered by the enterprises were rarely. Therefore, the association registered a code by self for the membership after negotiated with the concerned department of Euro-REACH, and organized about 100 enterprises to put on records under this sharing code.
¢É Under the entrustment of the Ministry of Public Security, the association organized the leading enterprises to discussed and collected ideas for the Fireworks Display Management Measure which will be coming soon, and it provided the references to the government.
There were also existed some shortcomings, these are concluded as below:
¢Å The orientation of the association shall be clearer, and the developing direction shall be definitely. The association is living in a bottle-necked status; it needs to expand the channels for the father development.
¢Æ Under the restriction of the environment, a part of work has broken off, it shall be recover and improve efficiency under the quality ensuring.
¢Ç The worker are lack of professional knowledge and communication ability, it is necessary to improve the professional knowledge and the ability of foreign language and employee diathesis.
In a word, 2008 is the base of the next year. In the new year, we will do our utmost to serve for the fireworks industry and establish a platform for international communication and cooperation.
