Notice on Intensifying Supervision over Fireworks Export at Shanghai Port by IFA

Member units,
Shanghai Municipal Transport and Port Authority, Shanghai Marine Safety Administration, Shanghai Fire Department, and Shanghai Entry-Exit Inspection and Quarantine Bureau have jointly issued ¡°Notice on Intensifying Supervision over Fireworks Export at Shanghai Port in Response to the World Expo 2010¡±. The notice has been copied and sent to the International Fireworks Association. Its main content is as follows:
As a major place exporting fireworks in China, Shanghai port has supported and guaranteed the safe transportation of more than 80% of fireworks in recent years. To ensure the security of the World Expo 2010---a grand event that is drawing nearer, relevant departments of Shanghai port have done thorough research and informed items concerned:
1. Export fireworks shall be packaged in concentration at approved public warehouses of fireworks production areas.
According to provisions in ¡°Basic Requirements of Public Warehouses at Fireworks Production Areas¡± (Appendix 1), public warehouses conducting centralized package shall file an application to relevant departments of Shanghai port prior to Dec. 31, 2009 and begin the packaging after joint cognizance and public notification. The departments shall not export fireworks products at warehouses that fail to pass the cognizance.
2. To Fully Implement Supervision Measures of ¡°Inspection at Production Areas, Concentrated Supervision and Container Sealing on the Spot¡±
2.1 To Carry out Concentrated Inspection at Production Areas
Shanghai Entry-Exit Inspection and Quarantine Bureau shall check export fireworks and attach CIO proof marks on qualified products, supervise their package and issue vouchers of exchanging certificate for export cargo, through which transportation units exchange certificate and pass such products with the Bureau.
2.2 To Supervise Packaging While Sealing Containers on the Spot
Eligible inspectors over container packaging shall supervise on the spot the package of fireworks qualified after inspection and issue ¡°Certificate of Container Packaging¡± to qualified containers. With such certificates, the concerned application units should declare dangerous cargo to Shanghai Municipal Transport and Port Authority and Shanghai Marine Safety Administration. With video adopted during the process of package supervision, the acquired information to be preserved for at least 6 months shall be sent to relevant administrative departments.
2.3 To Make Packaging Quality Commitment
Export fireworks shall be packed before public warehouses at production areas sign ¡°Letter of Commitment on Container Packaging at Production Areas of Export Fireworks¡± (Appendix 2). Signed and sealed, the letters of commitment shall respectively be sent to Shanghai port, Shanghai Marine Safety Administration, Entry-Exit Inspection and Quarantine Bureau and Shanghai International Port (Group) Co., Ltd. to go through proceedings of export and declaration. Departments concerned shall not accept fireworks containers without such letters.
3. From Jan.1, 2010, all units of fireworks package and transportation shall observe the safety supervision measures mentioned above as well as make accurate declaration. Once fraud, deception or other illegal behaviors are discovered, the units shall be held accountable and charged to make rectification, during the period of which fireworks exporting through Shanghai port will be suspended
The issuance of the notice demonstrates that the shipment of fireworks will continue during the World Expo 2010. Therefore, it is expected that all relevant member units abide by safety management rules of Shanghai port to safeguard the security of fireworks industry in concerted efforts.
